Colonel Pengiran Noor Rumaizi bin Pengiran Othman was enlisted into the Royal Brunei Armed Forces in 1996 and attended the Officer Cadet School in 1997 at SAFTI Military Institute, Republic of Singapore.
Throughout his career in the Royal Brunei Armed Forces, he held various appointments in Command, Staff and Instructional, which among others includes Officer Commanding of Special Task Platoon, Adjutant, Aide-de-Camp and Staff Officer 2 to the Commander of the Royal Brunei Armed Forces, Company Commander, Aide-de-Camp to His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince, Staff Officer of J5 (Joint Planning) and J7 (Joint Training) at Joint Force Headquarters, Officer Commanding at School of Infantry and Chief Instructor at Training Institute Royal Brunei Armed Forces, Military Assistant to Minister of Defence II as well as Commandant of Training Institutue, Royal Brunei Armed Forces.
Colonel Pengiran Noor Rumaizi has attended various courses locally and at military institutions overseas which include Malaysia, Republic of Singapore, United Kingdom as well as the People’s Republic of China. He attended the Executive Development Programme for Senior Government Officers in Brunei Darussalam with the collaboration between Ministry of Defence, Brunei Darussalam and the Lee Kuan Yew School of Public Policy, NUS in 2018, and the highly prestigious Senior Fellowship Programme for Public Service, Lee Kuan Yew, School of Public Policy, NUS in 2022. He completed the Royal College of Defence Studies, Global Strategy Programme (RCDS GSP) in International Security and Strategic Leadership Studies 2023/24 London, United Kingdom in July 2024. Notably, he also served in overseas mission as a member of Royal Brunei Armed Forces contingent at International Monitoring Team (IMT), Mindanao, Republic of the Philippines between 2007-2008.
Colonel Pengiran Noor Rumaizi graduated with Masters of International Security (Merit) from Massey University, New Zealand in 2015 and Postgraduate in Security and Strategy for Global Leaders (Merit) from King’s College, London, United Kingdom in 2024.
He was awarded The Most Honourable Order of Setia Negara Brunei Fourth Class (PSB) in 2006 and The Most Honourable Order of Seri Paduka Mahkota Brunei Third Class (S.M.B.) in 2023 by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.
With the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Colonel Pengiran Noor Rumaizi has been appointed as the 8th Joint Force Commander from 1st August 2025.
He is married to Nurol Faezah bte Mohd Faisal Al Sufri. Both of them enjoy hiking and running.

CAPTAIN KHAIRIL HAJI ABDUL RAHMAN, RBN
DEPUTY JOINT FORCE COMMANDER
Captain Khairil Haji Abdul Rahman, Royal Brunei Navy (RBN). Born in Brunei Darussalam on the 6th of July 1975. He enlisted into the Royal Brunei Armed Forces (RBAF) in January 1991, joining the 13th Intake of the Boys Company. He was then awarded a scholarship program from the Business and Technology Education Council (BTEC) Ordinary National Diploma in Electrical, Electronic, Communication and Computer Engineering at South Devon College, Torquay, United Kingdom, from 1993 to 1995.
He later returned in August 1995 as an Officer Cadet of the RBN. He graduated as a midshipman in April 1998 from Britannia Royal Naval College, Dartmouth, United Kingdom. He was promoted to Lieutenant Junior Grade in 1998, Lieutenant rank in 2003, Lieutenant Commander Rank in 2007 and Commander Rank in 2013.
Captain Khairil’s early years in RBN were primarily spent on board the Missile Gun Boats and Coastal Patrol Craft, where he held appointments such as Navigation Officer, Executive Officer and Commanding Officer. Staff tour in the Navy Headquarters as Staff Officer Grade 3 Admin and Personnel, and later appointed as the RBN Navigation Officer. Other staff appointment held was as the Staff Officer Grade 2 Joint Maritime Operation at the Joint Force Headquarters, where he had the opportunity as Joint Staff during Exercise Tempest Express in Australia and also as the secretariat for ASEAN Defence Ministers’ Meeting – Plus (ADMM+) Humanitarian Assistance & Disaster Relief (HADR) and Military Medicine (MM) Exercise 2013 in which later take the role as Exercise Controller Staff for RBN. He had undergone various professional courses abroad, such as the International Sub-Lieutenant, International Long Navigation, and International Principal Warfare Officer in the United Kingdom. He attended the Basic Diving, Mine Hunting Officer and Anti-Submarine Warfare in the Republic of Singapore. In addition, Bridge Resource Management by STET, IMO Level 3 OSR Training, Long-Range Identification and Tracking (LRIT), RBAF Command & Staff Course and RBAF 12th Executive Development Programme attended locally.
The first command appointment was as the Commanding Officer (CO) of KDB PEMBURU, one of the PERWIRA Class, Coastal Patrol Craft (CPC) in 2004. He was later appointed CO KDB PERWIRA in mid-2005 whilst assuming the post of CPC Squadron Commander. After returning from the International Principal Warfare Officer Course, he commanded KDB SETERIA, a WASPADA Class Missile Gun Boat, in 2006.
Throughout his career, Captain Khairil has been involved in two RBN shipbuilding projects in Glasgow, Scotland, in 2003 and Bremen, Federal Republic of Germany, in 2009. At the end of the tour in Bremen, Captain Khairil assumed command of KDB SYAFAAT, one of the Fast Patrol Boat, IJHTIHAD Class. In 2014, he re-joined the project team in Bremen to commission the final Patrol Vessel DARUTTAQWA and sailed her back to Negara Brunei Darussalam as the Commanding Officer.
In November 2013, Captain Khairil assumed command of KDB DARUSSALAM for the Typhoon Haiyan HADR deployment to Tacloban, Republic of the Philippines. Subsequently, Captain Khairil commanded KDB DARUTTAQWA to participate in Exercise SEAGULL in Palawan, Republic of Philippines, in 2014, IMDEX in Singapore in 2015, and Exercise KOMODO in Padang, Republic of Indonesia, in 2016. In July 2016, Commander Khairil was appointed Chief of Staff of RBN Headquarters and the Commandant of Naval Training, Naval Training Centre in May 2018. On 12 October 2020, he was appointed Fleet Commander and led many operations. He also played a crucial role in KDB DARULEHSAN, participating in the first ASEAN Solidarity Exercise in Natuna, Indonesia. He also boosted the Royal Brunei Navy’s capabilities, including the Fleet Tactical Aircraft Squadron (FTAS) with Unmanned Aerial Vehicles (UAV). On 3 November 2023, Captain Khairil assumed the position of Acting Deputy Commander of the Royal Brunei Navy.
Captain Khairil attended the Defence College in Thailand, the National Defence College, the National Defence Studies Institute, and the Royal Thai Armed Forces from October 2019 to September 2020.
Throughout his service, Captain Khairil has been awarded the Most Honourable Order of Seri Paduka Mahkota Brunei, 3rd Class (S.M.B.), the Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B.), Golden Jubilee (P.J.E), and the Military Civic Action Medal awarded by the Republic of the Philippines on completion of Typhoon Haiyan Relief.
Captain Khairil is an avid fitness enthusiast. He is happily married to Suryanti Binti Haji Mohammad Noor, and blessed with two daughters and a son.

CHIEF OF STAFF OF THE JOINT FORCE COMMANDER, ROYAL BRUNEI ARMED FORCES
LIEUTENANT COLONEL MUHAMMAD SUWARDI ARIFFIN BIN PEHIN DATU LAKSAMANA DATO PADUKA HAJI ABDUL LATIFF
Lieutenant Colonel Muhammad Suwardi Ariffin bin Pehin Datu Laksamana Dato Paduka Haji Abdul Latiff was born on 5 November 1976. He joined the Royal Brunei Armed Forces in 1996. He continued his Initial Officer Cadet Course SAFTI Military Institute in Singapore in 1997 and was commissioned as a Second Lieutenant on 5 April 1998.
Lieutenant Colonel Muhammad Suwardi Ariffin has served various appointments such as Infantry Platoon Commander, Company Commander, Officer-in-Command for Command Company and as Battalion Second-in-command.
Lieutenant Colonel Muhammad Suwardi Ariffin has also served half of his career in the Special Forces Regiment as Troop Leader, Support Officer Commanding, Training Officer, Squadron Second-in-Command and finally served as Commanding Officer of Special Forces Regiment until December 2023 and is currently serving as Joint Force Chief of Staff.
Lieutenant Colonel Muhammad Suwardi Ariffin has also joined the peacekeeping mission of United Nations Interim Force in Lebanon (UNIFIL) back in 2012. In recognition of his service, Lieutenant Colonel Muhammad Suwardi Ariffin was awarded The Most Faithful Order of Perwira Agong Negara Brunei 1st Class (PP) in 2018 and The Most Honourable Order of Setia Negara Brunei 4th Class (PSB) in 2023.
Lieutenant Colonel Muhammad Suwardi Ariffin is married to Lieutenant Colonel (R) Mardiana Binti Mohd Tuah and blessed to have 1 daughter and 1 son.

COLONEL (U) ZAINOLHIZAD BIN HAJI MUHAMMAD ZAIN
Colonel (U) Zainolhizad bin Hj Mohd Zain joined the Royal Brunei Armed Forces (RBAF) on 10th October 1997. He began his career serving as an Admin Officer at the Training Wing, Royal Brunei Air Force, upon completing his officer cadet training at SAFTI Military Institute, Singapore Armed Forces, on 2nd October 1999.
Throughout his military career, Colonel (U) Zainolhizad has held various staff officer appointments. Graduating with a degree in Information Systems from Thames Valley University in 2004, he subsequently served as Staff Officer Grade 3 (Communications) at the Royal Brunei Air Force Headquarters. He later served as an IT Officer at the Defence Information Technology Unit and then as Staff Officer Grade 2 at the Directorate of Force Capability Development. His next appointment was Staff Officer Grade 2 J6 at the Joint Force Headquarters, where he was appointed as the Project Manager for the RBAF C4I System Project, which was successfully commissioned in 2010.
After completing his Command and Staff Course at the RBAF Defence Academy in 2013, he was appointed as Staff Officer Grade 1 J6 at the Joint Force Headquarters and was promoted to Lieutenant Colonel in December 2015. He currently serves as the Head of Cyber Defence Unit at the Joint Force Headquarters, following a three-year tour as Defence Attaché to the Socialist Republic of Vietnam and Non-resident Attaché to the Kingdom of Cambodia.
In recognition of his service, Colonel (U) Zainolhizad was awarded The Most Honourable Order of Setia Negara Brunei, 4th Class (PSB), in 2019 by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. He was promoted to Colonel in October 2024.
Colonel (U) Zainolhizad is married to Azni bte Abd Razak and blessed with two sons and two daughters. He enjoys playing tennis and golf in his spare time.

SERGEANT MAJOR OF THE JOINT FORCE COMMANDER, ROYAL BRUNEI ARMED FORCES
WARRANT OFFICER 1 MOHAMMAD DINO ERWANDY BIN ABDUL RAHIM
Warrant Officer Class One (WO1) Mohammad Dino Erwandy bin Abdul Rahim currently serves as the Sergeant Major of the Joint Force, Royal Brunei Armed Forces (JF RBAF). Prior to this appointment, he held the esteemed position of Regiment Sergeant Major at the Training Institute, Royal Brunei Armed Forces (TI RBAF).
Born on 10 September 1979, WO1 Mohammad Dino Erwandy enlisted in the RBAF on 16 August 1998. Upon completing his Basic Military Training, he was posted to the 1st Battalion, Royal Brunei Land Force (RBLF) on 5 March 1999, where he served in various capacities within the Mortar Platoon and Armoured Personnel Carrier Platoon. His early years in the battalion allowed him to develop strong technical and leadership foundations that later defined his career.
Throughout his distinguished service, WO1 Mohammad Dino Erwandy has held a number of significant appointments. He was appointed Drill Sergeant Major of the 1st Battalion RBLF in 2021, Company Sergeant Major of Command Company in 2020, Company Sergeant Major of C Company in 2019, and Company Sergeant Major of the RBAF Contingent (MALBATT 850-5) during the United Nations Peacekeeping Mission in 2018.
His exemplary conduct and contributions have earned him several awards and decorations, including the Palawan Periwara Medal (PPM) in 2021, the General Service Medal in 1999, the Long Service and Good Conduct Medal in 2020, the Armed Forces Golden Jubilee Medal in 2011, and the United Nations Peacekeeping Service Medal in 2018.
In terms of professional military education, WO1 Mohammad Dino Erwandy has attended several significant courses locally and abroad, including the Regimental Sergeant Major Course at the Singapore Armed Forces Warrant Officer Leadership School. Over the years, he has consistently demonstrated exceptional performance in training and competitions, achieving overall best in the Mortar Fire Controller and Command Post Operator Course in 2007, the Advanced Mortar Course in 2004, the Intermediate Mortar Course in 2002, and the Mortar Cadre Course in 2000. In addition, he was awarded Best Company Sergeant Major in the Pace Stick Competition in 2020.
WO1 Mohammad Dino Erwandy is married to Siti Maymun binti Haji Khamis, and blessed with one daughter. In his leisure time, he enjoys cycling and playing the guitar.
