PARTICIPATION OF ROYAL BRUNEI ARMED FORCES OFFICERS IN THE 3rd UN COMPREHENSIVE PROTECTION OF CIVILIAN COURSE

KUNSHAN, JIANGSU PROVINCE, PEOPLE'S REPUBLIC OF CHINA, 19 September 2025 – The 3rd UN Comprehensive Protection of Civilian Course was successfully organised by the Peacekeeping Affairs Center (PKAC), Ministry of National Defense of the People's Republic of China. The course was conducted over two weeks, from 8 September to 19 September 2025, at the Training Base of the College of International Studies, National University of Defense Technology. Participation from Brunei Darussalam was represented by Major Amzar Muaz bin Haji Tamit from Royal Brunei Land Forces and Lieutenant Commander Mohd Samsul bin Awang Rosman, RBN from the Royal Brunei Navy.

This course aligns with the Working Plan of the ASEAN Defense Ministers' Meeting Plus Experts Working Group on Peacekeeping Operations for the years 2024 to 2026. The primary objective of the course was to enhance understanding of the implementation of the Protection of Civilian mandate in United Nations peacekeeping operations, as well as to strengthen the capacity of peacekeepers to protect civilian—particularly in responding to and preventing Sexual Gender-Based Violence (SGBV) in peacekeeping contexts. Additionally, the course aimed to foster international cooperation and the exchange of best practices among participating countries.

Structurally, the course was divided into two main phases over the two weeks. The first week focused on Core Pre-Deployment Training Modules and a Reinforcement Training Package for UN peacekeeping officers. The second week emphasized integrated exercises and various other learning activities. During this phase, participants were divided into groups and conducted training as staff officers at the operational headquarters during the Exercise Command Post.

At the conclusion of the course, participants had the opportunity to share insights and experiences with each other, particularly regarding the conduct of actual peacekeeping missions, thereby enhancing knowledge and understanding of operational realities. The course concluded with insights and experience sharing session from all participants with regards to respective peacekeeping missions in order to enhance knowledge and understanding of operational realities. This course will equip and prepare RBAF personnel before proceeding to any peacekeeping deployment.

Course participants were from Brunei Darussalam, The Republic of Indonesia, The Kingdom of Cambodia, People's Republic of Laos, The Kingdom of Thailand, Timor-Leste, Vietnam, Fiji, and Russia and including the host country, the People's Republic of China.




PENYERTAAN PEGAWAI ANGKATAN BERSENJATA DIRAJA DIRAJA BRUNEI DALAM THE 3rd UN COMPREHENSIVE PROTECTION OF CIVILIAN COURSE

KUNSHAN, WILAYAH JIANGSU, REPUBLIK RAKYAT CHINA, 19 September 2025 - The 3rd UN Comprehensive Protection of Civilian Course telah berjaya dianjurkan oleh Peacekeeping Affairs Center (PKAC), Ministry of National Defense of the People's Republic of China. Kursus ini telah dilaksanakan selama dua minggu, bermula pada 8 September hingga 19 September 2025, dan berlangsung di Training Base of the College of International Studies, National University of Defense Technology. Penyertaan Negara Brunei Darussalam diwakili oleh Mejar Amzar Muaz bin Haji Tamit daripada Tentera Darat Diraja Brunei dan Leftenan Komander Mohd Samsul bin Awang Rosman, TLDB daripada Tentera Laut Diraja Brunei.

Penganjuran kursus ini adalah selaras dengan Pelan Kerja Kumpulan Pakar Mesyuarat Menteri-Menteri Pertahanan ASEAN Plus mengenai Operasi Pengaman bagi tahun 2024 hingga 2026. Objektif utama kursus ini adalah untuk mempertingkatkan pemahaman tentang pelaksanaan mandat Perlindungan Orang Awam dalam operasi pengaman Pertubuhan Bangsa-Bangsa Bersatu, di samping memperkukuh keupayaan anggota pengaman dalam melindungi orang awam, khususnya dalam memberi tindak balas dan mencegah Sexual Gender-Based Violence (SGBV) dalam konteks operasi pengaman. Kursus ini turut bertujuan untuk memupuk kerjasama antarabangsa dan pertukaran amalan terbaik dalam kalangan negara-negara peserta.

Dari segi penyusunan, kursus ini telah dibahagikan kepada dua fasa utama mengikut minggu. Minggu pertama memberi tumpuan kepada Modul Latihan Teras Pra-Penugasan serta Pakej Latihan serta Pengukuhan untuk pegawai tentera pengaman PBB. Minggu kedua pula memberi fokus kepada latihan bersepadu dan pelbagai aktiviti pembelajaran lain. Dalam fasa ini, para peserta telah dibahagikan kepada beberapa kumpulan dan menjalani latihan sebagai pegawai staf di markas operasi semasa pelaksanaan Exercise Command Post.

Di akhir kursus, para peserta telah mendapat peluang untuk berkongsi pandangan dan pengalaman antara satu sama lain, terutamanya yang berkaitan dengan pelaksanaan misi pengaman sebenar. Sesi ini sekali gus telah menambah pengetahuan dan kefahaman para peserta tentang realiti operasi di lapangan. Disamping itu juga, kursus ini akan meningkatkan keupayaan didalam mempersiapkan anggota ABDB sebelum membuat penugasan pengaman.

Para peserta kursus terdiri daripada negara-negara ASEAN serta beberapa negara lain, termasuk negara tuan rumah, Republik Rakyat China. Antara negara yang mengambil bahagian ialah Negara Brunei Darussalam, Republik Indonesia, Kerajaan Kemboja, Republik Demokratik Rakyat Laos, Kerajaan Thailand, Republik Demokratik Timor-Leste, Republik Sosialis Rakyat Vietnam, Republik Fiji, dan Persekutuan Rusia.
