MUARA, Wednesday, 21 September 2022 - The 'Tier 3 Table Top Exercise, Phase 2' (TTX) NOSCOP Management Committee (MC) and Incident Management Team (IMT) training has been conducted for two (02) days commencing Wednesday, September 21, 2022 to Thursday, September 22, 2022 located at Al-Fath Hall, Maritime and Port Authority of Brunei Darussalam (MPABD). The exercise codenamed BLACK SHIELD III is hosted and organized by MPABD together with Brunei Shell Petroleum Company Sendirian Berhad (BSP) and is participated by government agencies of Brunei Darussalam including the Royal Brunei Armed Forces (RBAF).
The objectives of the exercise is to test, train and enhance the cooperation of BSP and government agencies of Brunei Darussalam as well as to prepare to respond in the event of an oil spill incident at the national level.
The opening ceremony of the exercise commenced with welcoming remarks delivered by Captain Abdul Mateen bin Abdurrahman Liew @ Martin as Acting Chief Executive of MPABD. Meanwhile, the exercise briefing prior to starting of exercise was delivered by Pg Md Ali Akbar bin Pg Radzuan from BSP.
The exercise was deemed a success through engagement amongst government agencies. The exercise had also demonstrated the effective concept of "Whole of Nation Approach" in supporting collaborative efforts dealing with major oil spill situations. The RBAF remains committed in enhancing and promoting cooperation with other agencies in ensuring the safe and well-being of Brunei Darussalam.

MUARA, Rabu, 21 September 2022 - Latihan 'Tier 3 Table Top Exercise, Phase 2' (TTX) NOSCOP Management Committee (MC) dan Incident Management Team (IMT) telahpun dikendalikan selama dua (02) hari bermula Hari Rabu, 21 September 2022 hingga Khamis, 22 September 2022 bertempat di Dewan Al-Fath, Ibu Pejabat Maritime and Port Authority of Brunei Darussalam (MPABD). Eksesais tersebut dikenali sebagai Eksesais BLACK SHIELD III yang mana ianya dianjurkan oleh MPABD bersama Brunei Shell Petroleum Company Sendirian Berhad (BSP) dan disertai oleh agensi-agensi kerajaan Negara Brunei Darussalam termasuk Angkatan Bersenjata Diraja Brunei (ABDB).
Adapun tujuan bagi eksesais tersebut dilaksanakan adalah untuk menguji, melatih serta mengukuhkan kerjasama pihak BSP dengan agensi-agensi kerajaan Negara Brunei Darussalam serta sebagai persiapan untuk bertindak-balas jika sekiranya berlaku insiden tumpahan minyak diperingkat kebangsaan.
Acara pembukaan eksesais tersebut dimulakan dengan kata-kata aluan yang disampaikan oleh Yang Mulia Kapten Abdul Mateen bin Abdurrahman Liew @ Martin selaku Pemangku Ketua Eksekutif MPABD dan seterusnya penyampaian taklimat sebelum eksesais disampaikan oleh Pg Md Ali Akbar bin Pg Radzuan daripada BSP.
Disepanjang perlaksanaan Eksesais banyak membuahkan hasil yang positif melalui interaksi bersama agensi-agensi kerajaan yang lain yang mana secara langsung mendukung konsep 'Whole of Nation Approach' dalam menyumbangkan usaha sama menangani insiden tumpahan minyak. Eksesais diakhiri dengan bergambar ramai bersama agensi-agensi yang terlibat dalam menjayakan latihan tersebut.
