REPUBLIC OF THE PHILIPPINES, Friday, 17 October 2025 – Major Haji Nafisal bin Haji Salim from the Joint Force Royal Brunei Armed Forces, along with Major Amzar Mu'az bin Tamit, Officer Commanding from 'B' Company, Second Battalion Royal Brunei Land Forces (RBLF), had participated in the ASEAN Peacekeeping Staff Exercise (APSE 3) at the Armed Forces of the Philippines Peacekeeping Operations Center (AFPPKOC). This 12-day exercise was held from 6 to 17 October 2025 at the AFPPKOC Headquarters, Camp O'Donnel, Capas, Tarlac, Republic of the Philippines.
Participants represented in the exercise were among ASEAN member states, including the Republic of the Philippines as the host, as well as Brunei Darussalam, Kingdom of Cambodia, Republic of Indonesia, Lao People's Democratic Republic, Malaysia, Republic of the Union of Myanmar, Republic of Singapore, Kingdom of Thailand, and Socialist Republic of Vietnam.
Throughout the two-week exercise, participants engaged in scenario-based discussions, staff planning workshops, and decision-making simulations which are all tailored to reflect real-world peacekeeping missions under United Nations mandates.
This exercise aligns with the founding goals of the APSE following the Ayra-Garuda Exercise, a bilateral peacekeeping training initiative between Thailand and Indonesia. The APSE 3 concept paper was presented by the Malaysian Peacekeeping Centre (MPC) during the 6th Meeting of the ASEAN Peacekeeping Center Network (APCN) held previously in Chonburi, Thailand in 2018.
This Comprehensive Training Program strengthened ASEAN cooperation networks, enhance operational capacity and interoperability through Peace Support Operations (PSO) training, and prepare the ASEAN Peacekeeping Operations Partnership (APOP) for peacekeeping missions under ASEAN leadership. The exercise also focused on developing APOP officers' skills for peacekeeping assignments, deepening understanding of the United Nations' principal themes including Protection of Civilians (POC), enforcing operational discipline, and maintaining peacekeeper conduct and discipline. Participants also produced APOP Operations Orders (OPORD) for peacekeeping missions based on the established Course of Action (COA).
PEGAWAI ANGKATAN BERSAMA ANGKATAN BERSENJATA DIRAJA BRUNEI SERTAI ASEAN PEACEKEEPING STAFF EXERCISE (APSE) 3/2025
REPUBLIK FILIPINA, Jumaat, 17 Oktober 2025 – Mejar Haji Nafisal bin Haji Salim dari Angkatan Bersama Angkatan Bersenjata Diraja Brunei, dan Mejar Amzar Mu'az bin Tamit, Pegawai Memerintah dari Kompeni B, Batalion Kedua TDDB, telah menyertai ASEAN Peacekeeping Staff Exercise (APSE) 3 tahun 2025 yang dianjurkan oleh Armed Forces of the Philippines Peacekeeping Operations Center (AFPPKOC). Eksesais ini berlangsung selama 12 hari bermula dari 6 hingga 17 Oktober 2025, bertempat di Ibu Pejabat AFPPKOC, Kem O'Donnel, Capas, Tarlac, Republik Filipina.
Peserta-peserta APSE 3 terdiri daripada negara-negara anggota ASEAN iaitu Republik Filipina selaku Tuan Rumah dan antara negara-negara yang mengambil bahagian adalah Negara Brunei Darussalam, Kerajaan Kemboja, Republik Indonesia, Republik Demokratik Rakyat Laos, Malaysia, Republik Kesatuan Myanmar, Republik Singapura, Kerajaan Thailand, dan Republik Sosialis Vietnam.
Sepanjang eksesais selama dua minggu, para peserta terlibat dalam perbincangan berasaskan senario, bengkel perancangan staf, dan simulasi dalam membuat keputusan yang mana semuanya disesuaikan untuk mencerminkan misi pengaman di bawah mandat Pertubuhan Bangsa-Bangsa Bersatu.
Eksesais ini selaras dengan matlamat penubuhan APSE selepas Ayra-Garuda Exercise iaitu satu inisiatif latihan pengaman dua hala antara Kerajaan Thailand dan Republik Indonesia. Berdasarkan model tersebut, APSE 3 bagi tahun 2025 merujuk kepada kertas konsep yang dibentangkan oleh Malaysian Peacekeeping Centre (MPC) semasa Mesyuarat Ke-6 ASEAN Peacekeeping Center Network (APCN) sebelum ini di Chonburi, Thailand pada tahun 2018.
Program Latihan Komprehensif ini dapat memperkukuh rangkaian kerjasama ASEAN, mempertingkatkan keupayaan dan keserasian operasi melalui latihan Peace Support Operations (PSO), serta mempersiapkan ASEAN Peacekeeping Operations Partnership (APOP) bagi pelaksanaan misi pengaman di bawah kendali ASEAN. Selain itu, latihan ini turut menumpukan kepada pembangunan kemahiran pegawai-pegawai APOP bagi penugasan ke operasi pengaman, memperkukuh kefahaman terhadap tema utama Pertubuhan Bangsa-Bangsa Bersatu (PBB), termasuk Protection of Civilians (POC), ketegasan dalam pelaksanaan operasi, dan tatatertib serta perilaku anggota-anggota pengaman. Peserta kursus turut menghasilkan APOP Operations Order (OPORD) bagi pelaksanaan operasi pengaman berdasarkan Course of Action (COA) yang ditetapkan.
